Due to the fact that the transfer window is still open when the season starts, some premier league managers have been unable to call on the services of some of their key first team players for the first three games of the season because of the uncertainty surrounding the future of those players.

As reported by Sky Sports; on the 7th of september 2017, 14 clubs voted that the english transfer window should be shut before the first game of the new season is played and as a result, the 2018 summer transfer window will be closed on Thursday, August 9, 2018 by 17:00, two days before the new campaign kicks-off. The new rules also apply to buying of players, premier league clubs will still be able to sell players to other european leagues whose transfer windows remain open later into August and September.

The january transfer window is unaffected by this rule and lower league clubs is also not affected by this rule. Premier League executive chairman Richard Scudamore told Sky Sports News: “There was a big concern that the Premier League has been playing two or three match rounds with a degree of uncertainty between themselves. “It wasn’t unanimous but nobody was pathologically angry about the situation. But there were some concerns by some clubs that, although they wouldn’t be able to buy any more players, their players could still be picked off by those who haven’t closed their windows. It just
meant they couldn’t support it. Some premier league managers believe this new rule puts premier league managers at disadvantage because other clubs from europe would still be able to buy premier league players because their transfer window is still open.
